Microsoft has decided to deliver the additional features which will not be included in the Major version rollout separately through Windows updates. So they are testing a new process for customers. That is why they designed Windows Feature Experience Pack separate from the Operative System. However, some features are being developed but now they are finding bigger opportunities.
